In our efforts to contain the spread of COVID-19 and to protect all individuals, public attendance at Council Meetings will not be permitted at this time.  Members of the public may request to delegate to this virtual meeting by completing the online delegation form,  (Application to appear before Council) by no later than 4:30 p.m. one business day prior to the meeting.  All requests to delegate must contain a copy of the delegate's intended remarks which will be circulated to all Members of Council in advance as a backup should technology issues occur.  Clerks staff will contact you with the details on how to participate electronically.  If you do not wish to delegate, but would like to submit feedback, please email your comments to [email protected].  Your comments will be circulated to Council Members in advance of the meeting and will form part of the public record.

Verbal Update from C. Mills, Chief Administrative Officer
 

Verbal update by C. Mills, Chief Administrative Officer regarding advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

We would like to begin by acknowledging that the land on which we gather is part of the Treaty lands and Territory of the Mississaugas of the Credit.

Recommendation:


THAT Report No. CORPSERV-2022-0011, dated March 28, 2022, regarding the 2022 Council Compensation Review be received;

AND FURTHER THAT no changes be made to the compensation for the position of Mayor through this review;

AND FURTHER THAT no changes be made to the compensation for the position of Councillor through this review;

AND FURTHER THAT the Mayor’s car allowance remain at its current rate of $820 monthly ($9,840 annually).

Recommendation:


THAT Report No. FIRE-2022-0003, dated January 31, 2022 regarding the Halton Hills Fire Department- Station One (Acton)- Heritage Room be received;

AND FURTHER THAT Council consider formally recognizing the Acton Firefighters Association for their financial contribution of $41,000.00 to make the Station One (Acton) expansion and the Heritage Room Museum a reality for the citizens of Halton Hills;

AND FURTHER THAT Council acknowledge the efforts of the Acton Firefighters Association to design, decorate and maintain the Heritage Room Museum to tell the story of the fire department’s rich history;
 
AND FURTHER THAT Council enter into an agreement with the Acton Firefighters Association that the Heritage Room will always be affixed to the fire hall in Acton and that all of the exhibits owned by the Acton Firefighters Association will always have a safe place to be shared with the Halton Hills community.

AND FURTHER THAT Council grant access to the designated life members of the Acton Firefighters Association to maintain the exhibits in the Heritage Room. 

Recommendation:


THAT Report No. PD-2022-0018 dated March 14, 2022 regarding the Town’s final assumption of the public services and streets installed in the plan of subdivision registered as Plan 20M-1161, in the Town of Halton Hills (Esquesing), be received;

AND FURTHER THAT staff be authorized to bring forward a by-law to assume the public services and streets installed under Plan 20M-1161.

Recommendation:


THAT Report No. PD-2022-0021, dated March 18, 2022, with respect to a “Recommendation Report regarding the Aggregate Resources Act (ARA) License application for the Milton Quarry East Extension (Esquesing)”, be received;

AND FURTHER THAT Town Staff be directed to respond to the Ministry of Northern Development, Mines, Natural Resources and Forestry and to Dufferin Aggregates advising that the Town of Halton Hills objects to the application for a license under the Aggregate Resources Act for the proposed Milton Quarry East Extension on the basis of the following;

a)         the review of the ARA License and Official Plan Amendment applications has not been completed by Town staff and the Joint Agency Review Team (JART); and

b)         it is considered premature to deal with the ARA License application while review of the Official Plan Amendment application is still on-going and planning matters remain outstanding;

AND FURTHER THAT this position be maintained until such time that a complete analysis of the proposed Milton Quarry East Extension by the Town of Halton Hills staff can be presented to Council for a decision;

AND FURTHER THAT the Town Clerk be directed to forward a copy of this report and Council Resolution to the Region of Halton, Town of Milton, Niagara Escarpment Commission, Conservation Halton and to Dufferin Aggregates via their Agent.

Recommendation:


THAT Report No. TPW-2022-0009, dated March 18, 2022, 300 - 2233 Argentia Road, Mississauga, Ontario, Canada L5N 2X7 regarding Award of Tender T-015-22 Rehabilitation of Bridge #13213 – Mountainview Road over Hungry Hollow, be received;

AND FURTHER THAT Marbridge Construction Ltd., 300 - 2233 Argentia Road, Mississauga, Ontario, Canada L5N 2X7 address, be awarded Award of Tender T-015-22 Rehabilitation of Bridge #13213 – Mountainview Road over Hungry Hollow, at a total amount of $2,856,314.00 (plus applicable taxes);

AND FURTHER THAT the Senior Manager of Purchasing and Risk Management be authorized to issue a Purchase Order to GHD Consulting LTD, 65 Sunray Street Whitby Ontario, Canada, L1N 8Y3, in the amount of $139,746.00 (excluding HST), for the purpose Contract Administration and Inspection Services.

AND FURTHER THAT Council authorizes the Mayor and Clerk to execute the necessary documents for this project.

Recommendation:


THAT Report No. TPW-2022-0010, dated March 18, 2022, regarding Award of Proposal T-17-22 Structural Inspections (OSIM) and Inventory Update for Bridges and Culverts, be received;

AND FURTHER THAT GHD Consulting Ltd., 455 Phillip St Waterloo, Ontario, N2L 3X2 address be awarded Award of Proposal T-17-22 Structural Inspections (OSIM) and Inventory Update for Bridges and Culverts, at a amount of $72,321.38 (plus applicable taxes) for the 2022 inspection cycle and at a amount of $78,401.43 (plus applicable taxes) for the 2024 inspection cycle;

AND FURTHER THAT Council authorizes the Mayor and Clerk to execute the necessary documents for this project.

Recommendation:


THAT Report No. TPW-2022-0013, dated March 29, 2022, regarding the Traffic Calming Implementation Protocol Update be received;

AND FURTHER THAT the Traffic Calming Implementation Protocol Update included as Attachment 1 be approved.

Purpose:


The purpose of Memorandum No. CORPSERV-2022-0002 dated April 11, 2022 is to advise Council of the insurance claim activity from 2021.

Purpose:


The purpose of Memorandum No. CORPSERV-2022-0003 dated April 11, 2022 is to inform Council of the release of the 2022 Development Charges (DC) Background Study and the Community Benefits Charges (CBC) Strategy on April 15, 2022.  

Purpose:


The purpose of Memorandum No. PD-2022-0001 dated April 1, 2022 is to advise Council of the recent registration of the Humberstone plan of subdivision, located at 2 Humberstone Drive (formerly 3 Halton Hills Drive) in Georgetown (the lands directly behind Town Hall).
