Minutes of the Heritage Halton Hills Committee meeting held on Wednesday November 16, 2019 in the Esquesing Room at Town Hall, 1 Halton Hills Drive, Halton Hills, ON.


Councillor T. Brown called the meeting to order at 3:30 p.m.

M. Rowe declared a pecuniary/conflict of interest with respect to Item 4.b.3, Heritage Property Grant Applications, specifically to the Norval Presbyterian Manse & Cottage application at 402-404 Draper Street in Norval as he is a member of the museum board.  He did not partake in discussion nor did he vote on this matter.

  • Recommendation No.HH-2020-0014

    THAT the minutes of the Heritage Halton Hills Committee meeting held on Wednesday August 12, 2020 be received.

L. Loney introduced Chirag Patney as new the heritage student.

The Town has received four applications for the Heritage Property Grant Program.  L. Loney presented the applications and proposals to the Committee describing the work proposed at each property as well as the amount requested. 

Received 4 applications, relatively short notice.

1 Prince Street - glen Williams Town Hall

proposed work to scrape and repair the existing windows.  requested funding of $565 including HST.  

Forbes House - 401 Draper Street in Norval $2310.85

proposed work to front and back steps.  requestin

402-4040 Draper Street Norval Pres. Manse & Cottage.  proposal to repair 21 existing window sills $6700 requested $3000

Beaumont Mill 586 Main STreet Glen Williams  - lots of work $3000

requesting $7345.  .

total funding available $15,000 total grant ask $8875.85

 

  • Recommendation No.HH-2020-0015

    THAT the following grant applications be accepted and approved by the Halton Hills Heritage Committee:

    1. 1 Prince Street - Glen Williams Town Hall in the amount of $565;
    2. 401 Draper Street - Forbes House in the amount of $2,310.85;
    3. 402-404 Draper Street - Norval Presbyterian Manse & Cottage in the amount of $3,000.00;
    4. 586 Main Street, Glen Williams - Beaumont Knitting Mill in the amount of $3,000.00.

L. Loney gave a background on the house at 27 Normandy Blvd., which was listed on the Heritage Register in 2010.  The Town has received a request from the owner to remove this house from the register as they are proposing to demolish the existing structure and construct a new house.  There are currently no plans for the replacement building at this time, however the committee will be able to comment on the new house construction during the site plan approval phase as it is in an area with Heritage Homes.

    THAT the Heritage Halton Hills Committee approve the removal of 27 Normandy Blvd. from the Heritage Register.

L. Loney informed the committee of an application received for landscaping at 519 and 521 Main Street in Glen Williams.  The application includes permeable-paving of the rear yard for additional parking; removal of two trees; septic replacement and interior alterations.  She noted that no identified heritage attributes are being directly impacted and no work to the exterior of the buildings is being proposed.

    THAT the Heritage Halton Hills committee support the landscaping application submitted for 519-521 Main Street Glen Williams.

L. Loney discussed the details of an application received for the Library and Cultural Centre Plaza as there are some existing Heritage features at this location  The existing Ontario Heritage Trust sign will be reinstalled in its original location within a new planting bed; new seat walls will be added; the existing church steeple bell plaque will be removed and reinstalled within the new planting bed on a new secured podium adjacent to the library entrance and other significant features.  The paving pattern, banding and plaza layout have been aligned with the buttresses and facade of the Church.

    THAT the Heritage Halton Hills Committee support the Library and Cultural Centre Plaza application.

L. Loney and T. Jayaveer provided information on Heritage Signage and the new guidelines that staff were developing.  They detailed the numerous provincial and municipal by-laws and regulations that govern private signs in Halton Hills and which all signage on heritage properties should compay with.  Staff will put together a document and provide it to the committee to review and discuss at the next meeting.  Once all comments have been received, it will be formalized into an official set of guidelines and will be brought forward to Council for endorsement.

L. Loney discussed the Heritage Conservation Award which is an award designed to acknowledge significant contributions to the conservation of the Town's cultural heritage resources through preservation, rehabilitation and restoration. The award nomination and award process are still in draft form, and will be sent to the committee to be reviewed at the next meeting. 

L. Loney gave a verbal update to changes on the new Town website.  The property tax grant application process is now online and will ease the process next year.   There are many more updates to look forward to in the coming year.
