PLANNING AND DEVELOPMENT MEMORANDUM NO. PD-2022-0003 dated February 18, 2022 regarding litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board. (OLT)

Recommendation:


THAT Report No. CORPSERV-2022-0004 dated March 21, 2022, regarding Remuneration and Expenses paid to Members of Council and Others during the Year 2021 be received;

AND FURTHER THAT the attached Treasurer’s statement on the remuneration and expenses paid to Members of Council, Local Boards and Committees in 2021 be received as information.

Recommendation:


THAT Report No. PD-2022-0015 dated March 2, 2022, regarding the dedication of that part of Cleve Court shown as Part 17, 20R-20543 as part of the public highway system, be received;

AND FURTHER THAT staff be authorized to bring forward a by-law to dedicate and name, but not assume, the lands described as Part Lot 1, Concession 5, shown as Part 17, Plan 20R-20543, as part of the public highway system known as Cleve Court.

Purpose:


The purpose of Memorandum No. ADMIN-2022-0006 dated March 21, 2022 is to provide an update on the 2022 Earth Week activities occurring from April 22 to 30, 2022.   

Purpose:


The purpose of Memorandum No. CORPSERV-2022-0001 dated March 7, 2022 is to advise Council of the annual Development Charges (DCs) indexing rate increase of 14.9% on April 1, 2022, in accordance with the provision set out in the Town’s DC by-law.

Purpose:


The purpose of Memorandum No. TPW-2022-0001 dated March 7, 2022 is to advise Council that March 23, 2022, being the first Wednesday after March Break, has been designated province wide as the annual School Crossing Guard Appreciation Day. On this day, school crossing guards will be recognized for the work done each day to assist pedestrians crossing busy roadways, as well as bring about awareness of the Crossing Guard Program within local municipalities.

Recommendation:


THAT Report CORPSERV-2022-0010 dated March 16, 2022, regarding Pay-On-Demand Development Bonds be received;

AND FURTHER THAT Council approve the below outlined pilot program approach to accepting pay-on-demand development bonds;

AND FURTHER THAT Council direct staff to create a Town of Halton Hills specific pay-on-demand development bond template and obtain a legal review of its content, the cost of which will be funded from the current 2022 operating budget;

AND FURTHER THAT Council direct staff to amend the language in all contractual documentation used under the pilot program to include pay-on-demand development bonds as an acceptable form of security;

AND FURTHER THAT staff bring a Development Agreement Surety Bond Policy to Council for approval at a later date that includes the parameters of the pilot program outlined within this report;

AND FURTHER THAT staff report back to Council with a summary of any challenges experienced during the first twenty four months of the pilot program.
