MEMORANDUM NO. RP-2022-0002
 

RECREATION AND PARKS REPORT NO. RP-2022-0002 dated May 13, 2022 regarding advice that is subject to solicitor-client privilege, including communications necessary for that purpose, a proposed or pending acquisition or disposition of land by the municipality or local board and personal matters about an identifiable individual, including municipal or local board employees. (Parks)

Presentation to Council by Warren Harris, Commissioner of Recreation and Parks. 

We would like to begin by acknowledging that the land on which we gather is part of the Treaty lands and Territory of the Mississaugas of the Credit.

Recommendation:


THAT Report No. ADMIN-2022-0022 dated April 20, 2022, regarding a request from North Heat Rib Series Inc. dated February 19, 2022 for an exemption from the Noise By-law No. 2010-0030 be received;


AND FURTHER THAT Council grant the request to allow North Heat Rib Series Inc. to hold an event at Georgetown Fairgrounds located at 1 Park Avenue, Town of Halton Hills on Friday July 8, 2022 from 4:00 pm until 11:00 pm, Saturday July 9, 2022 from 12:00 pm until 11:00 pm and Sunday July 10 from 12:00 pm to 8:00 pm.


AND FURTHER THAT Council grant the extension for a period of three years for the annual event titled Northern Heat Rib Series Inc. ending September 30, 2024.


AND FURTHER THAT the exemption include a stipulation noting “Council can rescind the exemption at any time over the three year period should the Town receive noise complaints which by Town enforcement standards, are not adequately addressed”.

Recommendation:


THAT Report No. ADMIN-2022-0024 dated May 6, 2022 regarding the Joint Compliance Audit Committee – Terms of Reference, be received;


AND FURTHER THAT the attached Terms of Reference for the Joint Compliance Audit Committee, be approved.

Recommendation:


THAT Report No. CORPSERV-2022-0016, dated May 24, 2022, regarding High Speed Wide Area Network (WAN) Telecommunications and Internet Services be received;


AND FURTHER THAT Rogers Communications Canada Inc. 333 Bloor Street East 10th Floor, Toronto, ON M4W 1G9 be awarded an extension to the existing contract for High Speed Wide Area Network (WAN) Telecommunications and Internet Services for one (1) additional year for an upset limit of $100,000 plus applicable taxes;


AND FURTHER THAT the Mayor and Clerk be authorized to execute the Master Agreement and any ancillary documents with Rogers Communications Canada Inc. (Rogers) for High Speed Wide Area Network (WAN) Telecommunications and Internet Services.

Recommendation:


THAT Report No. CORPSERV-2022-0017, dated May 24, 2022 regarding the Annual Purchasing Policy Reporting – By-law No. 2017-0061, be received for information.

Recommendation:


THAT Report No. TPW-2022-0015 dated May 24, 2022 regarding Award of the Proposal P-019-22 – Harold Street Stormwater Feasibility Study – Engineering Services be received;


AND FURTHER THAT Council approves the Harold Street Stormwater Feasibility Study – Engineering Services contract award to AECOM Canada Ltd. 50 Sportsworld Crossing Road, Suite 290, Kitchener ON, N2P 0A4 in the amount of $142,239.21 (excluding HST) (which includes Part A $92,968.95 and Part B (Provisional) $49,270.26);


AND FURTHER THAT the Senior Manager of Purchasing and Risk Management be authorized to issue a Purchase Order to AECOM Canada Ltd. 50 Sportsworld Crossing Road, Suite 290, Kitchener ON, N2P 0A4, in the amount of $142,239.21 (excluding HST), for the purpose of Harold Street Stormwater Feasibility Study – Engineering Services;


AND FURTHER THAT Council authorizes the Mayor and Clerk to execute the necessary documents to enter into a Client/Engineer Agreement for Professional Consulting Services.

Recommendation:


THAT Report No. TPW-2022-0016, dated May 24, 2022, regarding Award of Tender T-013-22 for Signals and Intersection Reconstruction at Guelph Street (Hwy 7) and Sinclair Avenue, Georgetown, be received;


AND FURTHER THAT Drexler Construction Limited, 5274 Wellington Road 27, Rockwood, N0B 2K0, Ontario, be awarded Tender T-013-22, Signals and Intersection Reconstruction at Guelph Street (Hwy 7) and Sinclair Avenue, Georgetown, at a total amount of $1,258,000.00 (plus applicable taxes);


AND FURTHER THAT the project budget for 6200-16-1809 be increased by $556,000 from $1,126,500 to $1,682,500;


AND FURTHER THAT the project 6200-16-1809 be refinanced as set out in Report TPW-2022-0016, in order to incorporate $719,850 of Connecting Links Funding approved by the Ministry of Transportation and to finance the additional funding requirement ($556,000);


AND FURTHER THAT Council authorizes the Mayor and Town Clerk to execute the necessary Contract Documents for this project;


AND FURTHER THAT Council authorizes the Mayor and Town Clerk to execute a contribution agreement with the Ministry of Transportation for the Connecting Links Funding Program outlined in report TPW-2022-0016.

Purpose:


The purpose of Memorandum No. RP-2022-0007 dated May 24, 2022 is to provide Members of Council an overview of the 2022 Community Partnership Program (CPP).
